i feel that the exclusion of landlords in the private sector is to laeve out some of the most vurnable tenants in society.
when a tenant applys for local housing allowance they are in the social system.
a large part of this tenancy is in ex council propertys, they play a part in the structure of the area yet are to be excluded.
